Efficient public services in Rwanda

Since August 2009 Rwanda has an institution that supports and coordinates capacity development in public services: the Public Sector Capacity Building Secretariat (PSCBS). One of the success stories of the Secretariat is the Social Security Fund of Rwanda, which has witnessed spectacular progress over the past few years.

The Social Security Fund of Rwanda employs 231 staff; 143 of them at the head office in the capital of Kigali. Other staff members work in local offices in the 30 districts of Rwanda.

In 2009 about 12,000 employers were affiliated to the Fund (against 4,000 in 2002); together they represent 300,000 employees.

The Fund largely owes its success to a sophisticated HR policy. The Fund succeeded in attracting young enthusiastic people, who have considerably improved service provision.

‘This was not just thanks to the stimulating job environment and the extensive training opportunities that we offer’, says director general Henry Gaperi. ‘Our participatory approach to decision-making was just as important, because it contributed to a vision and mission being carried by the whole of staff.’
