13 new Cooperation Programmes in 2008 and 2009

In 2008-2009 Belgium signed new cooperation programmes with 13 of its partner countries. Each of these programmes is for a four-year period. A general analysis shows that the average budget for a cooperation programme has increased by almost 90%.

The cooperation with the Democratic Republic of Congo amounts to EUR 400 million, Burundi has a programme of EUR 150 million while Morocco closes the top 3 with EUR 80 million. The ten other cooperation programmes have a budget of between EUR 40 and 64 million.

Sectors

As opposed to the previous programmes, agriculture has become the most important sector (24% - 10 countries), closely followed by health care (19% - 9 countries). The other three sectors – infrastructure/water, education, consolidation of society – are less prominent, even though the budget for infrastructure/water is considerable because of the size of this sector in Congo. 

Tools

62% of cooperation with the partner countries is in the form of projects and programmes. Sectoral budget support has a 10.5% share (EUR 120 million), whereas delegated cooperation is on the rise, claiming 14% (EUR 160 million).
