Uganda

After the successful implementation of the first two cooperation programs 2005-2008 and 2008-2012, Belgium allocates a new additional budget of 74 million euros for the next 4 years (2012-2016). 64 million euros will be spent for sector budget support and projects, and a maximal additional tranche of 10 million can be added to it.

The new programme is fully integrated in the Ugandan National Development Plan (NDP). It will contribute to the realization of the Millennium Development Goals in education and health in Uganda.

Education & Health

In line with the Paris Declaration and the conclusions of Busan on aid effectiveness, the European Code of Conduct on Division of Labour, the Belgian law on international cooperation, the Partnership Policy between Uganda and its development partners and the Joint Budget Support Framework process in Uganda, the program will concentrate on the following development sectors:

  • Secondary education, with a focus on business, technical and vocational training and quality teaching and learning.
  • Basic health care, with an emphasis on support to the Private Non-for-profit sector and on capacity building in leadership and management.

Belgium's intention is to remain prominent in the same development sectors for 12 years, subject to the positive evaluation of each program. This intention and willingness will facilitate the Ugandan partner in its long-term planning and the harmonization process with all development partners who are active in Uganda.

Implementation will be done through sector budget support in the Poverty Action Fund (PAF), as well as via complementary program and project support for human resources capacity building. This will be enhanced by an increase of 100 % of the funds in the scholarship program.

Through delegated cooperation the Ugandan Climate Change Policy will be actively supported.
