New cooperation programme with Senegal

During the 12th Joint Commission between Senegal and Belgium, which was held in Dakar on 7 December 2009, both countries signed a new cooperation programme for the 2010-2013 period for an amount of EUR 52.5 million euro.
 

Priority sectors: Water and Health

The two priority sectors of Belgian aid in Senegal are drinking water and productive (agricultural) water in rural areas, and health.

The budget envelope will be shared between these sectors as follows:

  • EUR 19 million (or 36%) allocated to basic infrastructure in hydraulics and rural sanitation;
  • EUR 21 million (or 40%) allocated to health in the broad sense (including the supply and demand of health care services).

Two identification forms, related to the first phases of the intervention in the two priority sectors, have been approved in order to proceed, from 2010 onwards, to a first commitment of, respectively:

  • EUR 11 million that are reserved for the support to the realisation of retention basins and the improvement of wells in the bassin arachidier;
  • EUR 5 million that are reserved for the first phase of the support programme of the health sector (project to support health governance).

Scholarships, MIPs and delegated cooperation

EUR 8 million will be allocated multisectorally, namely to the non-project scholarship and internship programmes, to the programme to support studies and expertise (PAREE) and to the Micro-interventions Programme (MIP).

EUR 2.5 million will be allocated to delegated cooperation projects, namely:

  • Consolidation of the women’s professional training project (FORPROFEM), in delegated cooperation with Luxembourg, for an amount of EUR 2 million;
  • A project in the fight against climate changes in Sine Saloum, in delegated cooperation with UNDP, for an amount of EUR 0.5 million.

Signed Specific Agreements

Moreover, at the end of the Joint Commission, two new Specific Agreements, for a total amount of EUR 4.5 million were signed, namely:

  • Programme to support studies and expertise (PAREE)

This new Specific Agreement replaces the preceding agreement, which was signed on 27 November 2006 with regards to the PAREE programme, and will at first use the available remaining financial resources plus extra funding amounting to EUR 3 million.

  • Financial part of the Project to support the development of micro health insurance (PAMAS 2)

This project, which will last 3 years, aims at financing guarantee mechanisms that make access to health care for vulnerable populations easier in the regions of Djourbel, Fatick, Kaolack and Kaffrine. The Belgian contribution will amount to EUR 1.5 million.
