Brochure: The Rwanda-Belgium Partnership

Cooperation between Belgium and Rwanda started at the independence of Rwanda in 1962. Belgium is one of the top three performing bilateral development partners in Rwanda. Rwanda is the second biggest recipient of Belgian Development Aid.

Since 2000, BTC has executed, on behalf of the government of Belgium, more than 200 million euro in development activities in Rwanda. Belgium has been an active partner in sectors such as Health, Justice, Education and Rural Development (including Agriculture, Forestry, Energy, Water and Sanitation).
As a result of the donor division of labour promoted by both the Paris Declaration and the European Code of Conduct and based on the Rwandan development strategy, the Indicative Cooperation Programme 2011-2014 focuses on three sectors (energy, health and decentralisation), while delegating support to other development partners in sectors where Belgium is phasing out.
Given the progress made by the Government of Rwanda in terms of Procurement and Public Finance Management, the cooperation programme uses as much as possible the national execution systems in these fields. The Rwandan implementing institutions are therefore responsible for the financial management and procurement processes. Projects are subject to annual external auditing to be organised by BTC.
